CITY OF DUBLIN VOCATIONAL EDUCATION COMMITTEE
SPORTS AND CULTURAL COUNCIL
CONSTITUTION

TITLE
The Council shall be designated: “Sports and Cultural Council” or “Comhairle Cluichi agus Cultur”.

AIMS
The aims of the S.C.C. shall be to promote and encourage the active participation of our students in all of our cultural, social and recreational activities.

MEMBERSHIP
All day schools are eligible for membership. Activities conducted under the auspices of the Sports and Cultural Council shall be confined to students enrolled in whole-time day courses.

If a student is in attendance during a term, he or she is eligible to participate in Sports and Cultural Council’s activities for the remainder of that term.

CONTROL
The business of the Council shall be conducted by the Central Committee which shall be subject to the general control of the Board of Studies. Liaison with B.O.S. shall normally be through the Hon. Secretary.

COMPOSITION OF CENTRAL COMMITTEE
Membership shall be as follows:-

(a) The Chief Executive Officer who shall be the Honorary President of the Sports and Cultural Council.
(b) Members of the Board of Studies shall be members of the Central Committee.
(c) Executive Officers of Sports and Cultural Council.
(d) Up to six teachers nominated by each school.
(e) Two senior students’ representatives - to be nominated on a rota basis at the Annual General Meeting.

NOMINATION TO CENTRAL COMMITTEE
(a) The method of nomination of school representation to the Central Committee shall be at the discretion of each school.
(b) The outgoing Committee shall hold office until the incoming Committee is nominated.

ANNUAL GENERAL MEETING
(a) The Annual General Meeting of the Sports and Cultural Council shall normally be held during the month of May.
(b) The Central Committee shall at their Annual General Meeting elect a Chairman, a Vice-Chairman, an Honorary Treasurer and an Honorary Secretary.
(c) Two Honorary Auditors shall be nominated at Annual General Meeting, one of whom shall be a member of the Board of Studies.

On or before the 15th April all schools shall receive a written invitation to submit:-
(a) Nominations for Executive Officership of Sports and Cultural Council.
(b) Proposed changes to the Constitution.
(c) Resolutions.

Nominations for Executive Officership, changes to the constitution and resolutions must be submitted in writing to the Honorary Secretary S.C.C. twenty-one days in advance of Annual General Meeting.

All matters at Annual General Meetings shall be decided by simple majority of those present and eligible to vote.

Quorum shall be at least two (2) Executive Committee and twelve (12) ordinary members.

The Executive member should be responsible for taking minutes of the meeting.

EXECUTIVE OFFICERS OF THE SPORTS AND CULTURAL COUNCIL
The Executive Officers of Sports and Cultural Council shall be: the Chairman, the Vice-Chairman, the Honorary Treasurer and Honorary Secretary.

SUB-COMMITTEES
(a) The Central Committee shall set up sub-committees as may be considered necessary. A member of the Central Committee shall be Chairman of each sub-committee.
(b) The sub-committees shall carry out such duties and have such power as are delegated to them by the Central Committee.
(c) The Honorary Secretary of each sub-committee shall forward within seven days to the Honorary Secretary of the Sports and Cultural Council a copy of minutes of each meeting of the Sub-committee.

FINANCES
(a) The contribution by each member school to the funds of the Sports and Cultural Council shall be at the rate of 50% of the sum recommended by A.G.M. and as approved by Board of Studies, to be levied on each eligible student at enrolment date.
(b) Contributions to Central Committee Funds shall be forwarded by each member school on or before November 30th of the current school year.
(c) The Sports and Cultural Council shall annually seek a per capita grant-aid from the Vocational Committee.
(d) The Sports and Cultural Council may, with the approval of the Board of Studies raise funds or organise sponsorship for specific purposes.
(e) The accounts of S.C.C. shall be kept in a manner as approved by Board of Studies and shall be subject to annual audit by Honorary Auditors.

VOTING
Those eligible to vote shall be:-
(a) The Officers of the Sports and Cultural Council.
(b) Members of the Board of Studies.
(c) School representatives.
(d) Students’ representatives.
(e) School representatives may be represented by proxy, if unable to attend in person, provided that the Honorary Secretary is notified in advance.
(f) All teachers are welcome to attend meetings, and to participation in discussions but voting is restricted to those mentioned in: - (a), (b), (c) and (d) above.

BYE-LAWS
The Bye-Laws under which the various Sub-committees function shall be those adopted from time to time by the Sports and Cultural Council and approved by the Board of Studies.
